RISK

Response involves actions taken to mitigate the effects of a hazard and reduce vulnerability. Response can be both planned and improvised, involving a range of activities from evacuation and search and rescue to providing medical care and temporary shelter.

Vulnerability refers to the susceptibility to be harmed when exposed to hazards. It's about how prepared or capable a community, system, or asset is to withstand the effects of a hazard. This can depend on various factors, including socio-economic conditions, geography, age, and the level of preparedness.

Exposure is about who or what is in harm's way. It describes the people, property, systems, or other things that could be affected by a hazard. For example, a coastal city is exposed to the risk of flooding due to its location. 

A hazard is the potential threat that could cause harm or damage. This might be a natural event like a hurricane, earthquake, or flood, or a human-made event such as a chemical spill, cyber-attack, or war. 

When thinking about risk, a good starting point is acknowledging that it is not a singular, static thing. 

Any risk is a changing interaction of at least 4 elements] : a hazard, an exposure, a vulnerability and a response.
